A series of costly
failed IT development projects resulted in bank senior management calling
for a review of project management methods, procedures and practices. Our
review of the project management process revealed a lack of consistent
approaches to project planning, development, tracking and reporting. Each
Project Manger used the techniques with which they were most familiar,
comfortable or experienced. Phase-task structures varied among projects,
making communication and transfer of resources among projects difficult.
Summary reporting of the status of all projects to management was subject to
inconsistencies and misrepresentations. |

Approach |

A new function,
reporting to the CIO and responsible for coordinating and standardizing all
projects was established, . A standard system development methodology was
implemented, as were procedures for project planning, tracking and
reporting. A project management training curriculum was put in place that
resulted in certification of project managers. Eventually, all project
managers were transferred to the project office, from which assignments to
manage new, approved projects were made. |

Results |

Consistency across
projects and adherence to standards and procedures was institutionalized.
Projects that varied from plan were quickly identified and corrective action
initiated. Communication among projects was significantly enhanced, as was
the reporting to management of summary project status, schedule and costs. |
